Bren Rose Homeowners Association (BRHA) has partnered with Flock Safety, a national neighborhood security provider, to deploy outdoor cameras in our neighborhood. The system reads license plates and tracks the make and model of cars entering the neighborhood.
The Bren Rose Security Committee will consist of 3-5 members of the Board. The first Security Committee will consist of John Powers (chair), Melinda Adwon, Andy Shapleigh and Katie Petrikin (two men, two women, each lives in a different area of Bren Rose). Duties of the Committee will include:
- Receiving crime reports from neighbors (Security Chair or Board President)
- Approving police access to video
- Updating any license plate exemptions in a timely manner
- Communications with Flock or Tulsa Police if needed
- Maintaining an incident log
- Proposing additions/corrections to Security policy as needed
A log of all reported crime in Bren Rose shall be kept by the Security Committee Chair, including:
- Date/Time of occurrence and date/time reported to Committee
- Name of neighbor reporting
- Address where crime occurred
- Whether or not police were or will be called
- Vote of Committee to grant access to camera data
- Span of data access given to Police (start and stop times)
- Whether or not camera data was helpful in resolving the matter (this helps in our evaluation of the program)
- Other info as needed
The Bren Rose Board has adopted the following policy for the handling of footage captured by the cameras:
• Bren Rose residents are encouraged to add their information to the “Known Neighborhood List” so that any footage of their vehicle(s) will be marked as “Known Neighborhood Resident” May add link to “Known Neighborhood List” here.
• Residents may add additional vehicles to the “Known Neighborhood” as desired for regular service providers or long term guests of a specific home, such as housekeepers, lawn crews, babysitters, etc. Such submissions will be known as “Known Neighborhood Visitors.” Information submitted will be added to the “Known Neighborhood List” within one week of submission.
• Footage from Flock Safety cameras will not be actively monitored by the Board or the Security Committee
• Footage from Flock Safety cameras will be accessed only if a homeowner or renter intends to report a crime to police. Footage will then be turned over to directly to Tulsa Police. Any exceptions to this policy will be handled and documented by the Security Committee, which will become a standing committee of the Board and propose additions/corrections to the policy as needed
• Footage from cameras will be stored in the cloud for a rolling period of 30 days. In the event of illegal activity, footage can be downloaded for extended storage.
• Access to footage from Flock Safety cameras will be limited to the Security Committee of BRHA. The Board has also granted access to the City of Tulsa Police Department.
DISCLAIMERS
• Requests for camera footage submitted via legal action will be handled according to applicable Oklahoma State law.
• The existence of Flock Safety cameras should NOT be relied upon by any individual as their sole means of safety and security. Neighbors are encouraged to take additional precautions to ensure the safety of their property.
• Bren Rose Homeowners Association and Flock Safety are NOT law enforcement agencies, and are not in a position to undertake law enforcement activities. Any illegal activity should be reported to law enforcement immediately for investigation.
• This policy is subject to change at the discretion of the Bren Rose Homeowners Association Board.
